Time/When was it written? It was sent July 24th, 1914.
Briefly describe the culture of the time and list related events of the time Archduke Franz Ferdinand was assassinated by the Black Hand and war was brewing between Serbia and Austria Hungary, add a few waves of nationalism and paranoia between various european countries and you have the shaky balancing act that was Europe.
Purpose (Why was the document created?) The purpose is to ask Russia for aid just incase something happens between them and Austria Hungary.

It addresses, the demands made by the Austria Hungary after the assassination of Archduke Ferdinand, how some of the demands are unreasonable within the 48 hour time limit given, and it also asks for assistance from Russia in war because they know they can’t meet all the demands within the limit.
What are the main points/ideas/arguments? The main point is Serbia knows it’s going to have some conflict with Austria Hungary, most likely war, because of their demands. So the are preemptively giving Russia a heads up. They argue that Austria Hungary has set unfair demands and there is little they can do to meet them, so they need Russia’s help if there is trouble.
What assumptions/values/feelings does the author reflect? The author is very formal in the way the wrote the telegram, they are also sucking up to the Czar during the last part of the petition. The author also seem sincere when writing that Serbia is sorry and didn't want the accident to happen.
What actions/outcomes does the author expect? From whom? The author expects Austria Hungary to go to war with Serbia over the demands list and Russia to hopefully step in to help them so they aren’t defeat.
