It helped build stronger militaries. Which helped control new territories. The Neo-Assyrians set up what every empire would have; well-equipped armies, deportation, tribute, and road systems. Everybody started building social hierarchies in their empires. The kings are always on top, then the military elites, and then the peasantry. Some hierarchies are based on religion though so the priest would be up near the king. Tribute was important to all the empires. Some made tribute into the form of taxes.
