Meaning thereby, it is significant to study Public Administration to be able to keep the political and administrative sphere as separate and act accordingly. As the German writer Bluntschli puts it: “Politics is state activity in “things great and universal”. While, administration on the other hand, is “the activity of the state in individual and small things.””.
Further along, the author goes on to stress upon the importance of Public Administrative study by suggesting to keep it separate from constitutional law. According to him, where Public Administration is the systematic execution of law, constitution on the other hand, is only concerned with the functions of the government that are present to control general law. It is therefore, the clear difference between the former being particular while the latter being more general. This difference can only be comprehended with thorough study of the subject
