The Aztec were in the middle of Mesoamerica and had migrated from north of Mexico and california away from a tribe that had recently split up. The tribe that had recently split up was made of several tribes one of them was the mexica the ancestors to the Aztec where mexico gets its name from. They were told to find a place where a eagle was on a cactus eating a snake which is on the mexican flag today. The Aztec Empire was also very old much older then the inca who had been around since the late 1300s but the Aztecs had been in their area since the early 1200s. We know this because the 11th emperor of the Inca was the last but there was many more Aztec emperors before the last one. The Aztecs made more sacrifices then Inca and they had a special priest to do it called the fire priest. The Inca had held sacrificial ceremonies every month almost but the Aztec did ten almost every week in the most gruesome way. The Aztec were very different from the Inca but lets go to the Inca to find out which is better. The emperor's were also very well knon and powerfull 20 years before the spanish arrived Pachacuti The Inca equivalent of Augustus Caesar became the 9th Sapa Inca he brought the empire to it’s height. So if you were the emperor then you could do basically whatever you want but you had to have the advice of an advisor and you could not simply pass laws whenever you wanted.
