The military also supports the disarmament of nuclear weapons, as nuclear weapons are weapons of mass destruction, as a small nuclear bomb can wipe out large tracts of land. These are very hard to defend against, as stated, “Bullets kill men, but atomic bombs kill cities. A tank is a defense against a bullet, but there is no defense against a weapon that can destroy civilization. . . Our defense is law and order”15. The last pillar is facilities which address the location, its infrastructure, and capabilities (FEMA, 2013, p. 3). As before, senior leadership and associated duty positions have mobility and telework capabilities, therefore it is unnecessary to relocate them to a distant COOP site. However, the command center has limited locations which have the facilities to accommodate command center operations. I recently assessed two promising COOP sites which can accommodate my unit’s new communication and infrastructure requirement which are both with a three-hour drive (this is reasonable as the next available location is five hours). To evaluate my unit’s COOP plan effectiveness, we conduct semi-annual exercises to identify plan and training deficiencies.…

When I was assigned the Patrol Base Operations and PCC/PCI lab, I noticed first hand exactly how vital planning is to an entire operation. Everything had to be discussed at length, written down, revised, rehearsed, and timed. As my partner and I worked through our material we applied the fundamentals of the Operations Process to our assignment. We planned what facilities we would have and what equipment we would use; we prepared a power point presentation for the class and a short skit to perform; and we rehearsed for hours on end. Despite all our efforts, unforeseen circumstances still arose and adaptations had to be made.…
