William’s college advisor recommends William for a teaching position in a network of charter schools started by a libertarian-leaning organization called The Movement. William attends a seminar where he learns more about The Movement. An exotically beautiful woman named TABITHA COUTURE and The Movement’s powerfully charismatic leader EDWARD BIRCH seduce William. At the end of the seminar, William signs a contract to teach at a Movement charter school in New Haven, Connecticut called Beacon Academy.

As part of his campaign, Edward introduces America to the charter schools and other Movement initiatives, and promises that if elected Governor of Virginia, he will fundamentally transform Virginia by implementing far right, libertarian policies. Edward visits Beacon Academy during a campaign stop. William is devastated when he catches Tabitha and Edward engaged in a sexual act. Edward meets privately with William and offers him a scholarship to the University of Virginia Law School. Edward wants William to use his knowledge of public education and the law to design The Movement’s education policy positions. William accepts the offer, gives up on a relationship with Tabitha, and asks Mary to marry
