DISCUSSION: Mike Jones, Director, Tuscarawas County Metropolitan Sewer District (TCMSD) explained the other Ohio Public Works Commission (OPWC) application. Mr. Jones explained this is a sewer project as opposed to water. This application is for Wilshire Hills WWTP. Last year the TCMSD finalized a facilities plan which detailed improvements necessary to ensure that they are able to continue to maintain and operate the Wilkshire Hills WWTP plant and continue to remain in compliance with the EPA permit requirements. This plant is the largest one in Tuscarawas County and it serves the Wilkshire Hills area which includes: The Village of Bolivar, the Village of Zoar, unincorporated areas of Lawrence Township such as Lawrence Township Industrial Park and Hunters Green. Also, the existing screen building TCMSD has is in a state of disrepair. Mr. Jones has talked to contractors about renovating the existing building. The results of those discussions was that not only that it would not be cost effective, but not possible to do. At the same time if they were to install a new vertical in our influent pump station which is what they are proposing it would eliminate the issue of the existing building as well as eliminate confined space safety issue. TCMSD has a manual bar screen in our pump station that has be manually cleaned fairly frequently, so the installation of the find screen in that location would reduce staff risk exposure and in addition to that it would provide an additional protection for the influent pumps and downstream equipment. Have had a number of failures due to clogging issues and things of that nature. Also included in the project is a new standby generator and automatic transfer switch and new controls for the influent pump station as well as some miscellaneous renovation and restoration measures that will be implemented to extend the useful life of the pump station.
