The Roman Empire's government was weak because people would not join the government and the the leading cause of death for rulers was assassination. the people would not join the government because one, you would not get paid which resulted in you not making enough money to support your family and two since the rulers got assassinated then you would not have taken the risk of being killed. since people would not join the government then there weren't a lot of people in the government and it could not make decisions that ran the empire. The leading cause of death for Roman emperors was assassinated, since most rulers were killed it made think people think that Rome's empire was violent and no one should join it and for the people that are in the empire it will make them think is okay to kill the empire if you didn't like him which is why rulers were assamite.
