The popularity of recycling has seen more than its fair share of ups and downs since the idea was developed many years ago. Despite the fact today’s generation thinks recycling is a relatively new initiative, it has actually been around for a very long time. We can easily trace early recycling efforts all the way back to World War I, when the Federal government created the Waste Reclamation Service due to a severe shortage of raw materials. (Busch Systems, 2015) However it was not until the 1990’s that Baltimore City took its first step in the right direction towards responsible waste management by offering recycling to residents. Than in 2009, Mayor Stephanie Rawlings-Blake took another giant step forward in the right direction by moving from a two day a week collection of mixed refuse to a single day trash collection and a single day recycling collection for residence of Baltimore city per week.
Although we would like to believe that this moved was made because of the city or mayors commitment towards a cleaner Baltimore, it was merely a cost savings tactic to respond and increasing bottom line and to the dwindling population of Baltimore City. According to data published by the Baltimore City Department of Public Works, when the mixed refuse model was designed it was serving a population of more than 900,000.
