This problem is one that should be addressed by the government because they are the only people who can make it an actual requirement for schools.This is important to the community because cursive handwriting is key to success in many aspects and is beneficial overall. The students may not know that they need it now, but they will be thankful later. This problem is one that could easily be passed by the state government by making it part of public policy. Only 41% of elementary schools in the United States teach cursive. This means that roughly 20 million elementary school students do not know cursive. This problem, while some consider it minor, is actually quite important. This is because without cursive handwriting there are many important and everyday tasks that up and coming adults will not be able to do. This problem began to arise in the late 1930’s and early 1940’s when the ballpoint pen was invented. The new pens dried faster and didn’t smudge, so careful penmanship was less vital. The bill that I am proposing is that cursive be incorperated as curriculum in all Ohio Elementary school art classes. The advantages of this solution are that students will learn cursive writing will acquire all the skills that come with it, while they can continue to learn the important life skill of typing. This way both cursive and typing are taught and no important time is lost. The only disadvantage to this solution is the fact that a small portion of art class time will be lost. So, the only real loss is a few paintings and such. The level of government responsible for carrying out this policy is the state Government of Ohio. We think that this policy is Constitutional because it resolves an issue of equality. Some schools in Ohio give their students the pleasure of learning cursive, while some others do not. This policy will make it so that all students will have an equal understanding and will be equally prepared for their future. This solution is not only reasonable in the education aspect but in the financial aspect as well. This solution is absolutely free because no new teachers or extra time will be put into place. It will simply be a modification in the curriculum and will make a better use of the time. This solution will have no major impact on the economy or private sector. It will affect the average
