1. Free speech was granted by the U.S. Constitution when it was created in 1791; however, “free speech” is still being defined by different organizations. Governments in chaotic times limited the people’s speech. For example, during World War I the US government banned hate speech that went against the United States. Just because someone has free speech, does not mean they’re speaking ethnically. According to the textbook, ethnics is defined as “the beliefs, values, and moral principles by which we determine what is right or wrong”. Ethnical considerations is important in every step of one’s speech. Ethnical public speaking is audience centered, it should always take in account the needs and rights of the listeners. Free speech is allowed by the law; however, ethical speech is. Because free speech, anyone can say anything offensive without being persecuted by the law. When speaking, it is important to understand how to present an ethic speech.
