Emmy was the one who stole the necklace because Emmy has access to everything and could personally use the extra money. To begin with, the window was broken from the inside of Mrs. Blivens hotel room. If Honore were to commit the crime, the shards of glass from the broken window would be in the inside of the room. Emmy knew that if the window was broken and the door was ajar that Schmidt would look guilty instead of herself. The housemaid also has access to all the rooms and could easily get into the room from the door in the lobby. Although Emmy was not smart about breaking the window, she was smart about planning when the smart time to steal the necklace would be.
