This passage serves to develop the character since it demonstrates how much Hamlet loved Ophelia. He states that if you add up 40 thousand brothers' love, it still would not compare to his love for Ophelia. This develops the plot and conflict because this is the scene where Ophelia is getting buried and Ophelia’s brother and father's perspective of Hamlet was not right. They thought that he was just using her, but at the very end, this shows that it was nothing like that; he truly loved her with all of his heart.
