Russia should have ten percent of the blame because they supported Serbia but did not start the war nor being the system of alliances. When Austria-Hungary declared war on Serbia, Russia could have chosen to either back down or not involve the other members of the Triple Entente. However, they had a very small amount of the blame because they neither supported the assassination of Archduke Franz Ferdinand nor was the one who declared war. Given that Germany was the one who wrote the first “blank check,” it makes sense that Russia would want to involve their allies in order to not be out-numbered.
