Alma demonstrates herself as kind, fostering, and nourishing towards Katniss
Coin demonstrates in her actions as having two sides to her. Actions would include, an action with a presumed good intention but also a bad intention that is masked by the good intention. For example, her primary intention was to successfully lead a rebellion against to Capitol, so she could take over as the new leader of Panem. She envisioned the new government to directly appear different, but nonetheless it will be no less corrupt or immoral than is predecessor.
Alma’s intention for sending Peeta to Squad 451 is because she noticed a raging-anger that existed inside Peeta against Katniss. Alma noticed an advantage in Peeta’s anger that could potentially do all of her dirty work if he successfully killed Katniss. The most effective method would be to strike Katniss were it hurt the most, her sister Prim. Coin knew that Prim was at the site of where the bombings were going to take place, but Coin still sent the bombs towards Prim’s location. At first, it would appear to Katniss as one of Snow’s cruel actions, but no matter how deplorable Snow happens to be, he is a very honest person as he has nothing to hide.
