Most of the United States’ intelligence is kept secret from the general public in order to protect the information from falling into the wrong hands. The intelligence can become leaked to the press and public very easily. People who expose private government information are considered enforcers of transparent operation and a threat to national security. The protection given by these laws is very weak and most of the time, managers are not going to tell their employees: “This is how you report me for doing illegal activities”. Charles Grassley was quoted saying in response to the protection of government scientists: “The best way to protect yourself is not to say anything, you don't always need to come out and be on the evening news.”(Scudellari). Moving Beyond Data Access to QI Action 1. Given the situation, what are the apparent barriers to using incident reporting systems for QI? One of the biggest challenges or barriers faced when using incident reporting systems for QI purposes is the resistance among physicians and nurses to the changes being implemented, because they can perceive the new protocols as robotic and not personal, customized medicine, and argue that adhering too strictly to quality guidelines will take away their ability to use their judgment and experience. Nurses can also complain about additional paperwork and bureaucracy related to new protocols.…

That inability to share made it more difficult for us to arrest the person and charge him criminally, because the two sets of agents could not share information back and forth. That has changed. There is now ample sharing of information, and we can now readily use criminal charges to incapacitate people from doing harm and to improve our human intelligence cadre” (Caproni). For starters, one who is working as a waiter and slacking off their job would get the same pay as one who is a surgeon, and working hard to save lives every day. Unfair, is it not? In the mid 1900s, during the Cold War, the United States and the Soviet Union—who practiced communism—were competing to produce better weaponry.…
