Truman Doctrine offering an ideological, black-and-white view of world politics. The Doctrine was commission threatened an Anti-Communist foreign policy announced by Truman that called for military and economic aid to countries whose political stability. Marshall Plan was a program launched in 1948 to foster economic recovery in Western Europe in the postwar period through massive amounts of U. S. financial aid. For the Truman administration, the difficult question was whether to include the Soviets and Eastern Europeans in the invitation. To do so would seem contrary to the intent of Truman Doctrine. However, if the Soviets were excluded, the United States might be seen as dividing Europe, an image the State Department wanted to avoid.
