A second representation of “differential treatment” stems from the approach taken in counseling and recruiting women for nontraditional career and technical education programs. One, these students are marginalized in their attempts to pursue a variety of careers capable of providing economic safety and viability. Two, female students suffer in their attempts to recognize achievement and self-confidence, thus further hurting their efforts to actualize qualities indicative of the concept of self-determination. Three, a concerted effort must be made by to address the shortcomings of Perkins III while more effectively implementing the policies of Title IX in order to address the inequalities women face in career and technical education
