The United States government is made up of three branches, the judicial, legislative, and executive. Each branch has specific powers, some of which they share. Of the three branches, the executive and legislative branches are supposed to be the primary two holders of the war powers. I believe that through history it has been shown that the legislative branch and the executive branch are fairly equal with one another when it comes to their war powers.
