Proctoring requires a person to oversee students during a test or exam, in order to maintain the integrity of the results. It is a method of keeping cheating on tests to a minimum. Although it is not stated outright in the section on proctored exams, the use of proctors at UoPeople probably stems from their values regarding integrity.
