Ozymandias is the name given to Ramses II, the Egyptian pharaoh during 1279 B.C. He ruled Egypt firmly and harshly. Egypt was an autocratic rule with only Ramses II as the only government and leader (Flesch). He led military campaigns after another and won an important victory at Kadesh, but he lost many soldiers and was strict on the military rules. Ozymandias is used as an allegory to Ramses II to show that tyrannical governments are unacceptable. Even though Ramses II conquered many lands, his casualties were extremely high and the battles were bloody and long (Flesch). He used all his resources to fight in the military campaigns and won at high costs. The people he ruled despised him because of his strict and cruel rules during the campaigns.
