The increase in the incarcerated causes terrible conditions in a jail or prison that it may even be in violation of the Eighth Amendment. When the conditions are disapprovingly, safety becomes a concern for inmates and staff. The staff may have a difficult time managing overcrowded facilities. A lot of prisons are forced to turn to double-celling, which could lead to violence among cell mates. However, Alfara Ortiz, whom is a director of the Department of Corrections in Newark, NJ, states that double-celling actually has prevented suicide and is commonly the only solution to deal with overcrowding at the present time. However, he also did mention that prison overcrowding increases violence, jeopardizes safety and wears down correctional staff.
