Hamlet is saying this about Ophelia and this could be his way of proving he believes all women are untrustworthy. Hamlet felt this way about women because of how his mother quickly married his uncle shortly after the death of his father. Hamlet felt she was corrupt because she wasted no time marrying Claudius, this could imply there was a relationship prior to the death of King Hamlet.
