According to Dr. Aud der Heide "Often, the benefits of preparedness are not visible in the short run, but only after a disaster has occurred. In times of economic restraints, programs whose benefits cannot clearly be demonstrated get short shrift on the fist of budgetary priorities." (Aud der Heide, 1989). For the prepared emergency professional, this would be the time to push mitigation message either to secure support for future mitigation efforts or to praise the success of already implemented mitigation efforts to reinforce that decisions made by public and government were correct, basically positive reinforcement. As Dr. Aud der Heide said preparedness were not visible in the short run and for a emergency professional who looks to the future, a minor disaster in their community or a similar even elsewhere would serve a larger purpose as an example either to as success of mitigation efforts or to highlight need for additional mitigation efforts. The emergency professional continually seek ways to pierce apathy syndrome. Apathy syndrome "is the apathy attribution of persons, foundations, nations, or global world against the preparations and arrangements to avoid progression of disasters." (Erilymaz, et al., 2011). "If a river floods a town, but homes in a particular neighborhood are not affected, the event provides evidence that people living in this neighborhood are less at risk from future floods then residents whose homes were flooded." (Weinstein, Lyon, Rothman, & Cuite, 2000). This false reinforcement increases apathy making it difficult for public and government receptive to emergency professionals messaging. Emergency professionals face apathy daily and affects furthering disaster mitigation and preparedness efforts. Emergency professionals get frustrated when they know efforts taken now would boost life saving measures and decrease economic hardship but their words are not taken seriously.
