What If Public Service Was Mandatory?

Public service is defined as a service that is run for the benefit of the general public. If public service was mandatory then it would guarantee a cleaner and safer environment in all communities. Public service provides an opportunity for people to grow by learning and experiencing different ways to support and maintain their community. If public service was mandated, then participants would get just as much benefits as the general public, if not more. The participants would be able to learn about advanced approaches to helping other people and their environment, they would be able to rediscover themselves and make themselves a better person. Why would anyone deny benefiting their community while getting benefits
