To me, the constitution means holding people back and in some ways is useless. Besides the basic laws that NEED to be enforced there are also useless things like 'No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.'. Take to mind the Third Amendment DOES allow soldiers to commandeer quarters in wartime. Officers were observant about making sure they AND their soldiers had multiple opportunities to loot. A complete prohibition against looting, from enemy civilians too, had to wait till the 20th century. To me, I personally think the United States needs a whole new constitution that could possibly save America. The constitution is ignored anyway. The 4th Amendment was developed to protect against any searches made without a good cause and the Patriot act came along which was made to ignore said amendment. Only afterwards it was plain to see it was invasion of privacy, and not just a out there response to terrorism, did it start to get disentagrated away, resulting it eventually being considered unconstitutional.
