The proposed action is based on sustained findings of numerous violations of Department General Orders including 102.01, subscribing to an ethical standard, acting reasonable, considerate, and professional to members of the public, 202.03, conduct personal and professional lives to avoid bringing discredit to Department, 202.04, governed by reasonable and ordinary rules of good conduct, 202.11, shall not perform any acts that bring the Department to disrepute or ridicule, 202.47, obey all laws, 313.04, care and control of equipment, 313.05, members shall promptly report damage or loss of any equipment, and CVC §20002, “hit and
