Turner and Frank 2012 found that even after the mandated local wellness policy, there had been minimal changes in the school food environment in schools participating in the National School Lunch Program. The major changes adopted by public and private schools were offering lower fat milk and fresh fruit during lunch. The prevalence of a health advisory council also increased in both school systems; however, private schools earned a lower total score, showing that there has been more improvement in the public school systems vs. private schools. The study measured the differences between six pairs of elementary schools, and found that the control subjects were less prone to choose foods from the new, healthier menu introduced vs. the schools that received the intervention. Although this study took place in only one community, it was successful in offering a new and effective way to use the PA system as a nutrition education tool to influence children to make healthier food
