This is particularly true that in developing countries like Bangladesh that have lacked the facilities and resources to install a legacy of Democratic organization and good governance. Often there is a dependence on elite personalized and centralized process of governance in which crime, coercion and corruption is rampant and civil servant are mostly dependent on their senior officers. In this situation, there is a general lack of liability at all levels of government. Most of the Democratic institutions like Election Commission mostly dependent on ruling party.

In 2014, Prime Minister Sheik Hasina promised at the London Girl Summit to reform the law on child marriage, ending child marriage under age 15 by 2021, and end child marriage totally by 2041. However, proposals from her cabinet to low the age of marriage for girls from 18 to 16 undermined her call.
