If groups like these are unhappy with the invading or with other countries they should devote their energy and time to groups like the United Nations, their own government, or even nearby government so they can hold meetings or peace treaties with the invading nation.
In conclusion, if we want to minimize the creation of new or current terrorist groups what we need to work on is less war, invading fewer countries, and see what it is that we are doing to make those countries upset or angry at us.
