FINDING B

FINDING TITLE: LSV units are not using DTMS to track and manage training.

WORKPAPER REFERENCE: WP File B-1, conclusion paragraph 2.

FINDING –

CONDITION: Although I found a number of entries in DTMS, my site surveys have found that the LSV units are not using DTMS to track and manage their training. Per my individual discussions with the LSVs vessel commanders and training NCOs, they have confirmed that they are not using DTMS as their official training calendar. The three LSV units were using another training tracker that they called the 10-week rolling calendar. The tracker involves managing training in a 10-week window; at the end of each week they would add another week, while taking off the expired week. Furthermore, in the month of November 2017, I pulled DTMS training data for 2016, 2017, and for the first and second quarters of 2018 for the three LSV units. Upon review of these data sets, I have found training schedules to be incomplete in terms of METL and TDI training. For some LSV units, this situation has changed around the December 2017 to January 2018 timeframe and they are now using DTMS.
