Some reasons they might say that is the problem we have today with racism. Racism is always going to be there. Racism will always be a problem but not by law. There are racist people but not when it comes to the law. Everyone is treated equally by law. That doesn’t mean everyone follows the law. Another reason someone might think it was a failure is because of the KKK. Many innocent people died just because of their skin color. Another failure was that it didn’t happen quickly. It took many years and still going on today. But nothing happens overnight. If no one took the steps they did in 1863 who knows where we would be today. Some other examples of how it failed are the police brutalities that go on. People claim that a black man is more then likly to get shot by a white cop. That’s what started the Black Life Matters movement last year. People, mostly black, were tired of the segregation going on with the law, cops and court system. They started rioting and social media was going crazy. Maybe blacks are being treated different. But that is not the law's fault. It is more the peoples fault for being racist. Maybe the reason there is still segregation going on is because of the label black people have.
