What this means is when people who are a member of society and have a right to vote don’t vote it doesn't make the election valid. Recent studies state that in the previous election of 2012 only 84.3% of registered United States voters voted(Drew Desilver). This means that 15.7% of registered voters did not participate in the election. Although some people would say that 15.7% is nothing it is a huge percentage.
