Voc Rehab Case Study

Please advise

Will Lilly – D40503662 is a VA stud using Voc Rehab. Stud current account balance is $16,870. I have been working with the Voc Rehab team concerning this balance since 5/17/2016. Voc Rehab case #04394185. Please see attached invoices. Stud is concern because he would like to receive his Pell in an advance refund. But he is unable to until this balance is cover. How can we help this stud?
