He does this I feel to display that the Houses of Parliament are these grandiose, magnificent, profound pieces worthy of attention due to their architectural and political greatness, while the actual environment and people of London are dismal and in depression.
As for the color scheme, I feel Derain uses the colors yellow and red to make it so that is where the eyes looked first when studying the painting. Within the visual spectrum, our eyes are trained to seek out yellow light the most due to the sun’s light being yellow, and so with Derain using the color yellow in and throughout the buildings, our eyes are naturally drawn and focused on the Houses of Parliament. Further, the color red is used in the buildings too, and red is typically the third color in a language that develops a signifier because it is one of the most attention grabbing colors, with the color giving the appearance of being drawn to the viewer. In contrast, Derain uses blue for the people to make them noticed last and near forgotten about.
