Virus MEV-1 in the film is based on the epidemic of H1N1 in the United States and the world overall. The rapid spread of the disease was alarming and frightening to the government agencies such as the local health departments and centers for disease of control and prevention (CDC). Contagion the movie was a prime example of showing how the local, state, and federal government agencies react towards an epidemic situation rapidly. In the film it was unrealistic for the government to make exemptions and decisions so drastically in less than over a year. The issue with this was that the CDC and state level health departments were in disagreement with whose budget was to be used in order to create the triage, hospital, and F.E.M.A. locations. The locations did however come out of the CDC budget in order to make sure the locations were up and running as soon as possible for the multiple citizens infected. Both levels of health departments though agreed that F.E.M.A., a NGO, would provide what the government could not just as the blankets, food, and help with the triage center. Non-government organizations are seen as heroes of movies because they tend to be the one seen as getting things done. In reality though they are the people pushing the agendas of the government to get things running and get results faster for the nation. The movie overall suggests that democracy will be put on pause, the government will disappear and the NGOs will handle everything (VC, 2012). With the organizations taking over essentially in the film it showed the next phase once the government “disappeared.” The biggest problem the organizations had other than the virus was the fear of the public because they knew it would spread faster than the virus at hand. The society went insane because of the news being broken by the CDC showing the number of deaths, cases, and the severity of the virus. The citizens began to be violent, breaking laws, and animalistic since there was no sense of authority identified. With the organizations noticing the outbreaks of the society the military was brought into show some form of authority and gain ordinance of the people around the country. They began with not letting citizens out or in of any states, providing housing, and providing individual meals for the locals. With that being in placed the craziness of the society
