I have no feelings to do such a thing to another person nor emotions to do lead me to do it. I would rather present the gospel to him. After that, if they are unable to tell me based on the conviction of the holy spirit or the weight of their sin then it is not my position to be their judge but God will have justice not me. I do not agree with this view either. As a Christian-principle based ethic I would believe the best option would be to view the four ingredients: cases, area rules, principles and bases. I think the answer is based upon these elements in correspondence with the bible. I personally believe no we should not torture them.
