In the past, there have not been many policies that address violence against women developed in the United States. There have been programs that either brought awareness to domestic violence or formed groups to assist victims of rape or domestic violence. In 1990, Senator Joe Biden of Delaware brought forward the first VAWA.

When the VAWA was passed in 1994, it was part of the Violent Crime Control and Law Enforcement Act of 1994. Under the VAWA 1994, the STOP Violence Against Women Formula Grant Program was established by the Department of Justice (DOJ) and the National Domestic Violence Hotline was formed by the Department of Health and Human Services (HHS).
