Veteran homelessness has been an issue all throughout history, dating all the way back to the American Revolution. The first military pension law was drawn up in 1776. When Congress ended up not having the money for these payments, the burden was left on the states to pay as they pleased. The problem that soon arose was that only 3,000 veterans drew said pension. Later, during the Civil War, pensions were given to those with illness or disability discharges. It wasn’t until the Dependent Pension Act of 1890 that disabled veterans were guaranteed any type of compensation. Another problem within this was that it only included Union veterans. Confederates were not yet covered. There was aid granted for World War 1 Veterans with The World War Adjustment
