The table is showing that the most common type of force that is was used in 2005 is empty hand tactics with 18.64%. And least likely to be used civilians being shot and wounded or kills with .04 and .05%. In 2008 empty hand tactics has dropped to 11.87 however still remains the more commonly used force of force. Baton also dropped from .84% in 2005 to .47% in 2008. Another form of use that dropped more than others in chemical agents dropped from 6.88 to 2.27%. What I found to be interesting every form of force has changes at least slightly expect killing. The form of force has been consistent between four years with .05%.
Table 4 showed similar statistics from table three however it focused on individual level weighted data for type of force used. The data showed statistics from 2003 until 2008. The data showed that the complaints received from the citizens has remained very consistence through the 5 year’s period as well as the numbers are not very high with only 1.44 average complaints per year per agency. There could be different reasoning behind it either the citizens are agreed with the law enforcement actions or law enforcement typically doesn’t overuse their power. When it comes to complains from internally it also doesn’t have high numbers however the difference is that the numbers of complaints have been growing and almost tripled from 2003to 2008. Figure 2.
