I believe that measures taken by the Canadian government to protect their culture, which resulted in a dispute between themselves and the U.S were a genuine case of wanting to protect their cultural identity as a nation. While in my opinion that was the primary cause of the dispute, I do not believe that it was the sole issue on hand. The Canadian government wanted both to primarily protect their culture, and secondarily, the companies within the publishing sector in Canada, especially infant organizations. It may be possible that the government calculated from the effect of American publications in other territories, what the possible impact allowing free reign to American magazine publications within their country could have on their culture. Consequently, they set out to put measures in place to curtail and monitor such potential outcome.

What is its primary promotion or objective? Is it based on and geared towards Canadian culture or does it have another role or motive? How much of the content is Canadian, whether ideas, philosophies, culture, values etc. being promoted is foreign or Canadian. Additionally, is it majorly marketing in nature, that is, are most of the content advertising products or services? Magazines that has the primary focus of selling or promoting a product or service cannot afford to shy away from that because here is where profit is generated.
