On Thursday 01/05/2017 at approximately 0444 hours, I, J. Farmer was patrolling in the area of 3215 W Beach Blvd (Preservation Oaks Beach park), when I observed a 2004 silver Cadilac Escalade (bearing LA Tag L190120), in the parking area.
I approached the vehicle to investigate, due the park being closed between the hours of 2230 and 0630. As I approached the vehicle I noticed it was running, with the lights on, I also noticed the vehicle was shaking side to side. I approached the back driver side window, and knocked on it due to the dark tinted windows. After knocking on the window, a white male later identified as, Telse Mungia DOB 04/26/1974, opened the rear driver door. When Telse opened the door, I smelled the strong odor of Marijuana
