Measuring the amount of occurred crimes in a society is full of difficulties and challenging. Regardless of the reasons of why some individuals have chosen not to report their encounter of crimes or incidents, the limitation of the crime recording approaches is noticeably concerning. No matter on the practical or political aspects of the criminal justice system (Maguire, Morgan & Reiner, 2012). The genuine solution of tackling the problem about the phenomena of unreported crime is quite national which cannot share with other countries (besides some international crimes) and even in different cultures. In UK, the police official crime data excluded all the reported crimes which are not included in the” Notifiable Offence List”. This list listed out the crimes which have to mention in the official statistic, such as the offences processed by the magistrate’s courts and crown court. Which mean have numerous of low gravity of crimes or incidents which are not listed in the List were removed from the official statistic, such as the tax fraud. Subsequently, the government established BCS which responsible for figuring out the unreported and the crimes, which the police have not recorded, by victim surveys (Maguire, Morgan & Reiner, 2012). Nevertheless, as Office for National Statistics (2014) Illustrated that the government have made a lot of effort to improve the BCS and police record as accurate as possible, such as added more crime, groups categories it used to omitted (hate crime, antisocial behaviours and ethnic minority groups) and follow the “National Crime Recording Standard” to record crimes. Subsequently, the effort is started to appear, the number of recoded crimes (not the crime itself) were increasing, which mean the victims trend to report crime. For instance, the total recorded sexual offences increased roughly 3400 cases which were the comparison between 2008 and 2011 (Matheson, 2013). Also, the violence crime rose approximately 11% in 2014 if compare with previous years. However, the fundamental limitation of the methodology of BCS is still present, such as in the sampling and interviewing. According to Hale, et al (2013) asserted that the BCS omitted the people were not live in houses, such as homeless people, psychiatric patients and prisoners, because the BCS interview is take place at the interviewees’ houses.
