During the earlier years it was said that if a person was mentally ill, they had a demonic possession so they were either killed or either locked in a basement. It was not until they found that the way was un humane and wanted to go for a better humane approach so they would build asylums for the mentally ill offenders, however it was not much humane because they would attempt lobotomy to try to reconstruct the mentally ill offenders so they could become normal again. Many of the attempts either killed the offenders or would leave them brain dead. During the 1800s and 1900s many of the mental heath housing had failed because, there were not enough beds for the offenders, the housing was understaffed and the offenders could not receive the treatments that they needed. It is very difficult for mentally ill offenders to get jobs and the majority of the people that are homeless are mentally ill. It is difficult for reentry programs for the mentally ill because of the homelessness and because it is hard for them to get a job. Many of the offenders have not had treatment before they are released, so once they are released they will be right back in the system.
