1. How is Unemployment measured in Australia?
Let me first define unemployment rate. It is the percentage of people in the labour force who are unemployed.
This is a popular measure around the world for tracking the nation 's economic health and stability as it eliminates people who are not joinging the labour force and it is not directly influenced by population growth.
It is measured primarily by making an account of those people who are ready to enter into paid work and have recently taken active steps to find a job. The conventional univariate and panel unit root tests indicate that the hysteresis hypothesis cannot be rejected for most of the regions in Australia. To further confirm if the hysteresis finding in unemployment and labour force participation results from not considering structural breaks. We employ a panel stationarity test recently developed by Carrion- i-Silvestre et al. (2005), which considers multiple structural breaks and cross- sectional dependence. The test results lend support for unemployment hysteresis and participation regime-wise stationarity. This is a very hard task for the government even if they offer rewards to those who can report to them the people who trespass this law.
