The union contends management bypass the grievant, utilizes PSEs, and uses other FTRs on the OTDL without proper rotation ahead of grievant. The grievant is a limited duty employee, who is currently on the 10 hours overtime list. According to the USPS-APWU Joint contract Interpretation Manuel Q&A page 56 #10 says, “Whether a full time limited or light duty employee should be scheduled for overtime is dependent upon whether or not the employee’s medical limitations would allow the employee to perform the needed duties.”

The grievant is not medically cable to work the overtime, which she is requesting according to CA-17s. The grievant medical forms indicate her physical limitations to perform the regular requirements of her job. The grievant
