Based on an Analytics Enrollment Census for fall 2015, UNLV has a total student population of 28,600 with 83% (23,801) being undergraduate students. In the spring of 2015, the Residence Life NASPA Consortium Survey stated that 1,592 students reside on campus at that time (Harbin, 2015). In an effort to create a Condom Distribution Initiative for first year undergraduate students living on campus, the structure must include a comprehensive assessment of health and the quality-of-life needs in the community which will expound the design, implementation, and evaluation of the program in order to meet the outlined objectives.

But since diagnosis implies a problem must be found first, in the third iteration of the theory diagnosis was replaced with the word assessment. The authors, Green & Kreuter, decided that the assessment approach was more positive because it concentrated on “aspirations, assets, and strengths” instead of problems. Collection of effective data is integral to create important change. There will either be behavioral or environmental factors that must change in order to address the issues. Behavioral factors include patterns of behaviors that makeup lifestyle choices. The Environmental factors either include a physical, social, political, and economical issue.
The Educational and Ecological Assessment is in the third phase. The purpose of this phase is to determine what to do in order to change the behavior or environment. There are specific factors to recognize before developing the program. These include Predisposed factors like values or perception already ingrained into your audience; reinforcing factors, which are the incentive which reinforce the change the program is hoping for; and enabling factors, that are the skills and resources given to the community and participant in order to be successful in there pursuit of the
