was founded 12 years ago by President and CEO, Mr. Randy Moore. Mr. Moore is a military retiree with diverse communications and technology experience. Throughout the past 12 years, RLM has provided advanced information technology solutions to commercial and federal customers from multiple federal agencies. RLM is a privately owned, certified Service Disabled Veteran Owned Small Business (SDVOSB) and Small Disadvantaged Business.

The key participants in Phase I of this research project are Dr. Curtis Charles, Vice President of Research, Development and Innovation at RLM Communications. Dr. Charles conducted graduate research at Massachusetts Institute of Technology (MIT), which was supported by LaForet Engineering, Japan. In addition, Dr. Charles was the Founding Executive Director of the Center for Defense and Homeland Security (CDHS) at Fayetteville State University. The CDHS included 22 multidisciplinary faculty who conducted funded research (including for NSF) in Cyber Security threats; National Security challenges; Homeland Security/GIS; and STEM Education and Outreach. Through Dr. Charles’ expansive research network, CDHS faculty and students were selected to conduct research at national laboratories such as MIT Lincoln Lab and Oak Ridge National Lab, industry and federal agencies. Specifically, we have built this business and focus by providing superior Cyber Services and Support; C5ISR Services and Support; IT Management Services and Support; and Professional Services and Support. Dr. Charles now leads our efforts to build and bring work to a Cyber, IA, IT, Intel and RD&I Center of Excellence on our 60-acre property in Spring Lake. Within the next five years, it is our goal to complete this build project and bring innovative research to this center through numerous partnerships, such as those with various Army research centers and universities like UMBC. Our revenue generation goal for the five-year time period is $100M, and the Cyber, IA, IT, Intel and RD&I Center of Excellence will be an increasingly important component of that growth, with this being the first project undertaken to that
