UK Immigration - Tier 2 Work Permit
Tier 2 work permits are a points based system. They are designed for candidates who wish to change employment while they are within the UK. An applicant would still be required to obtain a Certificate of Sponsorship from the new company and repeat the points based assessment for successful processing of the work permit.
This is a little different than ICT work permits but more similar to a standard work permit application. A sponsoring company, rather than the individual, is responsible for applying for a Tier 2 Chang of Employment work permit.

Such work permits have not been designed for permanent settlement. Work permit holders are obligated to leave the country when their work permit expires.
A foreign national who has been residing continuously in the United Kingdom and in possession of the same work permit for five years can apply for an ILR (Indefinite Leave to Remain) in the UK. Further to this, if qualified, an applicant can also apply for UK citizenship through the process of British naturalization.

For a Tier 2 change of employment work permit, the prime requirement from the employer’s perspective is that the vacant position within their office must meet National Vocation Qualification (NVQ) Level-3 or above. It is mandatory for each company to check this before applying or sponsoring a candidate for Tier 2 work permit.
Furthermore, if the candidate is a member of a specific profession, then he or she may need to register with the appropriate governing body for that profession. For example, it is mandatory for a doctor to register with the General Medical Council before beginning practice.

Employers in need of an employee whose position is included on the UK’s Shortage of Occupations list via work permit sponsorship are not required to advertise the vacancy before sponsoring an applicant, the reason being a considerable dearth of skilled workforce within the country for that particular job.
However, in case a position is included in the non-shortage list of occupations, the company offering sponsorship would be required to prove that they did attempt to recruit from within the resident EU work force by advertising a vacancy for that position. A vacant position notice must be advertised in a national broadsheet newspaper, relevant trade journal and/or a relevant website for at least twenty-eight (28) days.
