The idea of Twin City Missions initially came from James Stark, when he stayed at a similarly structured organization and received help himself. Twin City Mission first began to aid the homeless in 1963. Following this, the organization began to see many more needs that had to be met in the community around them. They started to stretch into more areas that needed help. Ground breaking changes began taking place starting in 1984 when Jim Mattox, Attorney General for Texas, made major changes for Phoebe’s Home, which is another section of TCM. These legislative changes added more education of the public as well as having a shelter that was able to hold up to 45 women. A few years later, in 1986, 50 motivated individuals came together in hopes of raising awareness for the many difficulties homeless people experience. Together, these individuals went 24 hours without eating, and accomplished their goal by raising much awareness and raising $500. In 1993, TCM started their first substance abuse center that allowed clients to stay at in order to receive help. The Violence Against Women Act and the Victims of Crime Act were both established in 1996 as a result of Phoebe’s Home.
The main function of Twin City Mission is to provide all that they can to those in need in their community. They know many of the problems of this world, and more importantly of their community. Many people want to see change happen, but lack the initiative to do something about it. However, that is not the case with TCM. In 1978, Phoebe’s Home first opened, offering around the clock shelter to any individuals who have encountered IPV as well as their children if needed. Phoebe’s Home obtained their funds from donations through the community as well as federal grants. Thanks to their funding, they have been able to provide every need these individuals may have completely free of charge. They understand that they will need help in every area of their lives, so they strive to offer that substantial amount of help. TCM is aware of the legal issues that can occur if the couple was married or if children were involved. Therefore, they help their clients with organizing and reviewing any cases they may have. TCM also wants their clients to have a job, so they help them with every step of the way
